Why This Training Exists

Named after Oliver, built to change care for good

The training is named after Oliver McGowan, a young autistic man with a mild learning disability whose death in 2016 highlighted how urgently health and care staff need a better understanding of learning disability and autism. His family campaigned for change, and that campaign shaped the training that now carries his name.

The Health and Care Act 2022 requires CQC-registered service providers to make sure their staff receive learning disability and autism training appropriate to their role. The Oliver McGowan Mandatory Training is the government's preferred and recommended package for meeting this requirement.

What makes it different is who delivers it: sessions are co-delivered with people with lived experience of learning disability and autism. Staff do not just learn about people — they learn from them.

Tier 1 & Tier 2

Which tier does your team need?

Both tiers begin with the same e-learning package. The difference is what follows it — a live interactive session for Tier 1, or a full face-to-face training day for Tier 2.

Tier 1 · General Awareness

For staff who need awareness for their role

Tier 1 is for people who work in health and social care and may engage with people with a learning disability or autistic people, but do not provide direct care or support.

Tier 2 · Care & Support

For staff who provide care and support

Tier 2 is for people who provide care and support for people with a learning disability or autistic people — the majority of frontline care and clinical roles.

  • Suits care workers, support workers, nurses and clinical staff

Is this training a legal requirement?
The Health and Care Act 2022 requires CQC-registered service providers to ensure their staff receive training on learning disability and autism appropriate to their role. The Oliver McGowan Mandatory Training is the government's preferred and recommended training package to meet that requirement.
What is the difference between Tier 1 and Tier 2?
Both tiers start with the same e-learning. Tier 1 then adds a one-hour online interactive session and is for staff who need general awareness. Tier 2 adds a one-day face-to-face training day and is for staff who provide care and support for people with a learning disability or autistic people.
Do managers need Tier 2?
It depends on the role, not the job title. A manager who provides direct care or support alongside their management duties would sit in Tier 2; a manager whose role never involves direct care may only need Tier 1. We are happy to help you map your team — just ask in the enquiry form.
